●同樣是國家最高領導人出門，為什麼有些國家的車隊一來，整條路立刻清空；日本首相的車隊上首都高，卻要讓特勤人員把半個身體探出車外，冒著高速行駛的風險，對著旁邊的駕駛揮手、鞠躬、請對方讓路？
這不是日本的警備比較鬆散，而是他們刻意選擇的護衛方式。
日本警方通常不會為了首相的一般道路移動，實施全線封路、淨空車道，或把沿途號誌全部切成綠燈。這種最高級別的交通管制，通常保留給皇室成員、皇族，以及到訪的外國元首。首相雖然是國家的最高行政首長，但在日本的政治文化裡，仍被視為公僕；平時行駛在一般道路上，原則上還是要面對紅燈與正常車流。
原因也很現實。
東京的道路，尤其是影片中的首都高速，本來就已經繁忙到像一條巨大的血管。如果政治人物每次出門都要提前封路、清空車道，整座城市的交通可能癱瘓，民眾通勤、物流和商業活動也會受到影響。日本警備體系因此形成一種共識：安全當然重要，但不能為了保護一個人，就把巨大的不便轉嫁給所有市民。
於是，SP，也就是 Security Police、要人警護官，發展出這種非常有日本特色的「箱乗り」。當車隊要切換車道、匯入主線，或穿越複雜的交流路段時，隨扈會從車窗探出身體，利用哨音、指揮棒和強制手勢，迅速逼退周邊車輛，在車隊周圍製造出一個短暫的安全緩衝區。
這其實是一種「移動式路障」，也可以稱為 Rolling Blockade。道路沒有被事前封死，但車隊行進到哪裡，安全空間就跟到哪裡。護衛人員把風險集中在自己身上，讓車隊能夠快速通過，同時盡量不讓後方車流突然煞停。
最有意思的是，他們的動作明明非常強硬，態度卻客氣到不可思議。SP一邊用手勢卡住車道，一邊對著被迫讓路的民間駕駛點頭、鞠躬，彷彿在說：「真的很抱歉，麻煩你了。」
這種護衛模式，也和日本長期的治安環境有關。相較於必須頻繁防範重武裝攻擊、車輛炸彈或大規模恐怖攻擊的國家，日本過去針對高階政要的這類攻擊相對少見。久而久之，警備思維便在「絕對安全」與「市民便利」之間，形成了一套更重視後者的折衷方案。
